Report a translation problem
The Hub should have destroyed buildings that you can buy and repair. I recommend buying a Storm House because it is big enough to fit in a large research bench or any of the crafting tables. It should give you an idea on how that part of base building works.
There is also the Deadlands but the place is pretty much dead. Nothing grows in it, there is no wind, there is no water, just nodes that you can mine but there are no raids and if there were they would die in acid before they get to you.
A settlement there could work but you would mostly need to buy your essentials there and also cannot recommend characters that does not have resistance against acid.
You will get raided and either driven off, killed or enslaved.
With some knowledge and stuff that is argueably exploiting, you can get away with it.
Its far safer to buy a house in a town and just build the lesser stuff there.
Fairly sure plenty of raids have the range for the deadlands.
Acid rain alone takes quiet a lot of time to kill one.
I also only used that base as a sort of factory and never really treated it like a base so maybe that's why I never got raided(?).
If you put it down and get a marker on the map, its a base.
Consider Buying a big house in town, the only thing you'll miss out on is self sustained resource gathering.
But you'll get to do research as well as manufacturing , provided you can buy the resources.

A storage create will mark the area as a base I believe. You can tell by looking at the map , once there's an "outpost" icon then it means it's already triggered.
Ally the Holy Nation and you do not need to worry about those. Although I have built a many base there and I have never seen those ninjas even not allied with HN. Maybe a bug? IDK
They're not too common. I've built two bases in Okran's pride and only had two black dragon raids, both of them being the first raid i had to deal with. In both instances i simply ran back to Stack and a group of Paladins eventually crossed paths with them to take care of them. Pretty good income boost too, as their swords can sell for a lot in town.
The rest of the time I've only been accosted by hungry bandits, and only recently some Dust Bandits.
The catch is that you need to research walls first if you're too weak to fight the animals. Grab a house in a town and do a little research first, and once your walls are up the base would be safe.
For other safe bases, the mountains north of Blister Hill and around Rebirth are reasonably safe. Only having HN's Prayer Day to deal with. Though getting good terrain and resources nodes may be tricky.
There is also the NE corner of the Burning Forest, it lacks any base raids. Though it still gets Dust Bandit taxes, and the rain 50% of the time is acid and will burn you alive without protection. Not to mention the wildlife is a ton of Blood Spiders.
The far tip of the Iron Trail way in the NW is also completely safe from raids. But it's also so far separated from civilization that it is incredibly inconvenient to do trade runs.
