Sometimes when things do not spawn as they should, importing the save seems to do the trick.
Beak thinks definitely should be present in Vain - there are not THAT many of them there, but I can consistently find a nest or two near the Hive Village just west of Hub, typically on the hills just north of it.
Beak things in Vain are unique compared to other animals in the region, they only spawn via nests. But there is a shared cap of 15 nests/camps in the region, which in vanilla are all beak thing nests. But if you have a mod adding new nests/camps, or if you turned down the total nests count, it would drastically reduce their population.
