Is it possible to find blueprints of this? Because I want my own version without making Holy Empire hostile to me. Or is this like police armor where you cannot own it without it being a disguise?

That list probably needs updating, as the ronin armor shop, which carries all the drifter/longcoat armor and blueprints, apparently doesn't exist anymore. As for the paladin's helmet, I've never seen the armor available at a shop, nonetheless its blueprint. You'll probably have to wait for a while before that gets implemented.
