Dismantling (out of reach)
To start off, i've build my outpost on top of the cliff-peninsula between black scratch and eyesocket (if you look at the in-game map, it's the one that looks like a fat rectangle) so obviously there's going to be slopes around my outpost. i recently decided to spam wind generators for an asthetic look and for power because i'm slightly being pre-emptive for when generators require fuel.

well, i built one wind generator on a slope, behind one of my small houses. lit up green, so i assumed good to go for being built. after i confirmed, my engineer has pathing difficulty and cant even reach the wind generator, BUT i figured it was because the house blocked off the actual route. before doing something i might regret, i saved before dismantling the building. after doing so, and trying to dismantle the wind generator, she still cant reach the bloody thing, because the slope i placed it on is too steep for the kenshi to walk on (SO why the hell did the construction turn green in the first place?! i digress...)

now i have this uncomplete building always making that engineer run to a corner once everything else has been built (annoying because i have to search for her).

TL:DR, How do i dismantle a building the kenshi cannot reach (pathing)? I've heard of a town editor. would it be able to delete this rougue windmill? where do i find the toen editor?

Ctrl + F12 in game editor command.
you can delete it from there.
but be warned. using the ingame editor is very buggy and can cause issues to your game. do not hit the save button thats in the editor, it will save your town permantly to your game. and will stay thier thru out new game starts
If that happens only two ways are known to fix this.
Delete the file gamedata.base then revalidate Kenshies game cache.
or delete the data folder then revalidate your game cache.

other then that you have one way to fix this untill the new Havok Pathing Engine is added.
import into a new game with tech and no buildings.

or you can build a ramp to give you access to this hill..., like you can view inside the other town already build, they put ramp to have acces to place hard to access

whenever i try to hit ctrl + f12 (simultaneously pressing those two keys, not including the '+' key obviously) it only acts as if i just pressed the f12 key by taking a screen cap (not registering the ctrl press). i'll try to see if it has to do with my keyboard or any other software before ruling that out.

the command is in your key bindings under options.

following up, because the wind generator is unfinished/unbuilt, the building editor is unable to select it, and therefore, unable to delete it.

I've always used unbuilt ramps to reach things like that (standing on the ramp itself, not just getting to a higher level), then deleted the ramps with a button click. You may need to play with rebuilding the navmesh with the ramp up so that you can reach the structure to dismantle it. Ideally the delete button should be available for all unbuilt structures, with an added "are you sure" prompt if resources have already been invested.

Until then, try all the fancy buttons like everyone suggests. One of the most annoying problems I've ever had along these lines was when I couldn't get my guys onto a set of walls to build the crossbows on them. Since I couldn't reach them to build them, I also couldn't dismantle them, so I had a row of floating crossbows after I deleted the walls in frustration.

basically my issue. the thing is, the windmill is on such a high slope that the ramp wouldn't reach it from either the base of the slope, or even approximately where the windmill touches the terrain.

Use multiple ramps. They're easier to line up in the daylight due to the blueprints being just a bit too green but if you get it right you should be able to get just about anywhere in the world with them. You also need to place them all at once so that you can see the whole ramp rather than the scaffolding.
