Also a couple of the personality types will prevent them from joining, but I can't remember which ones.
There are mods that remove these restrictions or add alternate ways to recruit new characters.
As a note, this isn't quite correct. I used to think it was too, but recent testing I've done has proven differently.
The actual check compares a trio of stats, an attribute, an offense skill, and a defense skill, with each of the trio having two possible options.
The actual check as far as we can tell is this:
(Strength or Dexterity) + (Melee Attack or Martial Arts) + (Melee Defense or Dodge) must equal less than 75.
It will determine which skill to use in each set based on which is highest. So for example if you have a 30 Strength, and a 28 Dexterity, it will use Strength and ignore the Dexterity levels.
There is also no check at 25, that was just a misconception due to the fact that if all three stats are 25 or lower it's mathematically impossible for any trio of them to go over 75.
Also explains how I've gotten a few random recruits with decent stats over the years, like characters with one skill in the 30s or 40s but with garbage for other stats. I always chalked those up to random glitches.
Would all go a long way to tracking down how it happened. :)
The thing is, sometimes "ex-slaves" you freed meet you in the random and ask if you need anything. You get different dialogue options, like asking for money, hiring them for temporary protection or even joining your squad. Same thing happened to me when I freed a tech hunter in the cannibal village, meeting them later just to join me with their monstrous stats, that was unexpected.
The ninja was casually standing next to the Shinobi den in Heft, same dialogue as above, telling me how they wanna help me and how they want to repay the debt. Even tho the previous ninja I met declined, this one sounded way more enthusiastic.
Looks like it's one of the rare exceptions to the stats rule.
Conditions for recruiting them when their stats are too high are as follows:
With those conditions met they can join you, though it's still somewhat random. And the dialog has a 1 week cooldown, even if they don't join you.
