You can also reset the save location by turning off the new one in the options menu in-game. Though it is suggested to keep the new one, since it fixes a number of issues.
I started a brand new game on the 15th, looking at my GAME Folder (Steam/Steamapps/Common/Kenshi/save) the first 43 saves I made went to the Game folder, as it used to. The last save to this location was on 16th July at 00:00. This marked the end of my play time that evening.
My next, and all subsequent saves, have gone to the ..AppData/Local/kenshi/save folder as have the auto-saves.
This change should really default to the original location, requiring a change to move it to the new location. I really don't want to fill up my C: drive with saves - I do save a LOT - I'd rather my dedicated game drives have it.
What issues does this resolve exactly? I want to weigh up the pros and cons.

Primarily it was done to fix some windows permission issues that were cropping up lately, causing the game to be unable to save sometimes, or fail to save certain data, causing players to lose progress frequently. If your game is installed outside of Program Files on the C: drive, the this really isn't an issue for you. But given that location is the default install location for Steam and its games, it was a critical problem that needed a solution.
And then additionally it also provides extra security for the saves. With the saves being located in the install location, they are vulnerable to an uninstall wiping them completely. I've had countless reports of players losing hundreds of hours of progress because they assumed that, like most games, the saves would be preserved during an uninstall.
These issues are things that an informed person can avoid with a little extra effort, and as such there isn't a ton of reason for them to use the new location. But for an uninformed player, they provide some much needed protection.

If you still cannot see the folder, I'd verify you are under the correct user. Though even that is a long shot, because many apps use the folder, so it should almost always be present.
If you've got the hidden items box checked under the view tab, and are in the correct location, I see no reason it shouldn't be visible. Can always revert the option if you need to of course.
