Somebody was working on a mod that allows your avatars to blind somebody and in turn get blinded in combat, but it doesn't work properly.
Status effects are from weapons or armour/clothes. Or are racial or applied via mod by changing stats or other parts related to the body. Or changing armour's and or clothes.
It's called "Hitable Eyes" if you want to check it out.
As has been stated, the closest to blindness that can be achieved in this game is creating a custom race or item with reduced stats and roleplaying the rest yourself. It's a cool idea, but neither the gameplay nor the modding tool supports it.
There's are too mods that are thus named "Zatoichi" and found one of his film's on You-Tube last night. From what I learnt here since I set out to find out if blindness was possible in this game. I guess they are mods that you can only role play.
