The cost of bail is double whatever the reward for turning in the bounty was, but it totally clears that bounty on the spot.
You can also pay bail for some NPCs, so long as you didn't turn them in yourself. This works like buying them out of slavery - there's a chance that they'll join your faction in response.
Do keep in mind thought that bounties are faction specific, so no one except the HN cares you have a bounty.
A minor exception is bounty hunters who will attack you if you have UC bounties since they are a sub-faction of UC.
This is true up to 20k, but OP's 100k will have to be paid.

You can improve your rep with any faction by selling one of their members into UC slavery, buying him back out, and repeating over and over.
Wearing a Holy Nation faction uniform may alternatively allow you to simply bypass a bad reputation score, but it's a little bit risky.
Once the Holy Nation faction is no longer hostile to your faction, you next need a team member without a bounty. This is simple enough - just go pick up a random drifter or whoever. Have him pick up and carry your bountied characters to a warden, and he can turn them in without being attacked himself.
I think Blister Hill might have a warden somewhere. I usually use Seta in Stack, but he's the guy you killed, so....

If you're not sure how you want to deal with the Holy Nation just now, then I'll say that you don't have to make a decision right away. You could travel to the north east of the map, for example (top right). Things are still fairly civilised around there, but the HN has no presence, so your history with them will have no relevance until you decide to venture back to their lands.
Then the bounty doesn't matter at all. Just see it as a badge of honor.
Yea, The Holy Nation is a major Sausage Fest of Misogynistic Bigots.
I plan on wiping them out because I can't stand Religious Zealots, using Violence and Oppression to push their beliefs.
You can try to turn yourself in and wait until your time in prision is over.
