i went to his throne room at blisster hill he isnt there i havent seen him at all in my playthrough i would try importing but it apparently ♥♥♥♥♥ with my game and resets your progress except for research

Importing will only reset your progress if you yell it to.

You can optionally import your research, buildings, relations, and world states. It always brings your characters.

The only thing it can't bring is prisoners.

the only time i went looking for him he was not on his throne and was just in a guard post it took me a minute to notice him in there.

yea sometimes the AI likes to just run around its home or whatever especially lord phoenix, doesnt matter if you use mods or not he'll be there once second, gone the next, day later hes sitting on his throne again or in bed
