hello my question is simple are you still using this mod in 2023 ? and would you recommend it for a 1650 super (4go vram) ?

They are correct, NVE is bloatware that seldom helps 'optimize' much. You are better off learning how to do so yourself, not only better optimization, but learning how to tweak your system means you understand things - it stops being just a black box. Always guides available, gamers good for sharing - just search. Good luck!

Also, this will be divisive, but for older GPU like the 1650 do not run the latest drivers unless you just have to for a new game. Stick to an old driver that works, and usually you can find which older driver works best for your card by... targeted search.

GPU manufacturers are not going to spend the time=$$$ ensuring backwards compatibility with hardware 3 generations old. Besides, new drivers including RTX code etc you simply cannot use.

Indeed i use NVE in some situation, but not for kenshi.
