Got ten guys, all at 60+ on all stats, most at 75+, and likewise 75+ for melee skills and attack/defense. I'm killing things just fine, but there seems to be no end to them.
10 might be too few for the entire Phoenix building. There are a lot of very high stat guys in there
According to your comments, you like it noisy. For the WAAAAGH!!! berserker style 10 people most likely aren't enough, so I would start with 1-2 people with good crossbows that lure the enemies towards you. This would allow you to handle the amount of enemies around you a little better.
Then keep in mind that just because someone is downed, he doesn't necessary is dead. So some of your enemies are getting unconcious, and while you go forward to the next building, those people wake up again and join the fight once more (possibly after patching up their comrades).
If I fight against enemy groups at places where I want to stay close by (e.g. the ninja group raids my base again), I make sure to pick up all the weapons from the downed enemies. So if someone stands up again, he just has his bare hands, which makes him (at least felt) way less dangerous.
If you have to, retreat temporarily to to heal up some of your wounds before going in again. The Phoenix and his guard aren't to be trifled with but if you've systematically taken apart the rest of the guard inside Blister Hill and rendered them powerless since the concept of picking up fallen weapons is foreign to Kenshi NPCs, you'll prevail.
Assaulting requires a bit of a plan. You can take it with your ten guys, without fleeing to a bed roll.
1/ assault the main gate, that's easy, you send your guys you kill gate guards and turret guards. While you do that you will see a few reinforcements, if you think it's getting hairy(It shouldn't with your squad but we never know) then take the Bar on the left. this bar will act as your resting place(Not healing, not sleeping, resting: you regroup, check your troops, see who can fight, who needs a break)
2/Take 3 valid dudes out to the streets, at this point you just take care of reinforcements, do not approach the second part of the town too much. With 3 good guys, you should be able to, one by one, take out any paladin/ Inquistor, once no new foe seems to pour on you, approach the second part of the town, there are turrets, so plan to just run back if they shoot, you should pull to your controlled part of the town the guards and eventually the turret shooters.
3/ Attacking the second part of the town. You want to take the police station, not the HQ.
When you were busy doing step 2, your injured guys that stayed in the bar should be in fighting shape again. Take your 3 dudes that did step 2 and leave them in the bar. Take your crappiest guy that rested and just run him straight into the second part of the town, into the police station, go in, then run out, you are going to pull a lot of dudes, but normally your 6 guys that rested should be able to deal with them IF you fight in front of the bar(If you have a larger squad, of 20, then fighting in the police station is an option) Once you have dealt with the police dudes, the hard part is in reach.
4/ HQ. The HQ is filled with high inquistors who individually match your guys; so go 2 Vs 1 and you'll down them, you of course need to pull them in little groups, if not one by one. There also are a few protectors of the flame, they are a bit stronger but aren't really different. then there is the phoenix, for whom you need your 5 best fighters( 3 are in the bar resting during step 3)
Step 3 and 4 require a lot of kiting, a lot of pulling back.
What is to be understood is that the city works in segments, guys from the HQ zone will not defend the first part of town, So if you take care of part one, you will reach a point where you will have downed everyone, the bar is your friend since ennemies tend to stop chasing when you go in, it's a safe haven(Can't sleep in beds, but since the assault is long, natural healing will surprisingly be efficient on its own).
HQ dwellers will, one by one, fight in the police station to reinforce, eventually even phoenix will come solo, as the last valid fighter. SO the police station is the best place to fight for the final assault, but you need at least 10 full health badasses to hold it.
Your squad of 10 can take on the city without retreating to a bed, if you go slowly and cautiously, rotate your fighters, make sure part one of town is clean, wait, then start on part two. In your particular case since your squad is small I advise you kite some police station dudes out before going in.
It's a long fight, and you will eat a few turret arrows, so have high pierce resistance armor.
I've taken the place numerous times with that method, it always works even on damage x2 and other harder stettings. your guys' stats are more than enough, you just need to be organized.
You could hire 3 total noobs and have them pull guards out of buildings, they'll eat the turrets instead of your dudes.
