And importing with the import Dead NPCs option checked would not respawn Blister Hill, as long as the Phoenix is dead, unconscious, or in a cage at the time of the import. And you shouldn't need to un-check that option, even if Bayan really is missing, as it's unlikely he's missing due to be killed, but rather just a bugged spawn.
If checked, they will not respawn, and their current status will be preserved in the data, even though they are removed from the game world. So for instance, if they are imprisoned at the time of import, they will be removed, but still considered imprisoned for world state purposes.
