Is the Heart Protector the only armor we can craft?

It's all I've seen in shops.

Also, I had the option to make some Mk II variants of clothing in my research bench a few versions ago, but I didn't at that time. Now, I no longer have the option after updating.

It's the only craftable heavy armor currently, other blueprints are not available in this part of the map.
You can still purchase or loot other types of heavy armor, or craft leather/cloth armor.

Technically you might be able to get the blueprints from old Dead Cat armour vendor, he supposedly has a chance to spawn in Mongrel. But you have to be lucky enough to get him to spawn.

Well, the only thing I've found in Mongrel is Infinite WIngwang.

It would just be an armour store. I just figured calling him the Dead Cat vendor would be something more people could recognize over calling him the Ronin Armour Vendor. But I probably should have specified. :)
