Admittedly it's somewhat unlikely, as it never used to do this. But it's also a distinct possibility, and would make sense from a gameplay perspective.
Its kinda an exploit just bring any npc to a private place then it will say they are commiting a crime then they will get arrested and you bail them out
However, skeletons are already extremely rare. Rarer than any other type. So I'd say you simply got unlucky in that regard. Importing also doesn't always refresh the recruits, it often just spawns the ones who were already there again.
Not really unique. I have seen Burn be generated with a bunch of different names and it even changes the name of the tower.
The only thing that makes him semi-unique is the fact he only appears once per game, after that you need to import.
For a few patches it was called "Ted's Tower", but it was renamed and Burn was added. I feel like you must be thinking of something else, or were using a mod that affected it.
I don't know exactly what it means in game, but he should only spawn once for example.
I ran through a bunch of imports and it was X's Tower with X being the randomly generated name. Maybe a mod did affect it, who knows.
