Blister Hill destroyed?
so i was allied with floatsam ninja girls and united cities before i took down the lord pheonix and now that place is just sit abandoned, no one took over the town and it's "DEAD" on the thing. kinda strange cuz the other two holy nation cities are mow under shek contrl even tho i am not allied with them

Have you taken down both High Inquisitors? Blister Hill needs all the main HN leaders to be taken down before it can be taken over.

yes, i gave veta to the shek and valtena to the UC again cuz he was at orkan's shield, the city is red with "owned by holy nation" and "DEAD" while the other two HN cites now belong to the Shek with UC controling orkan's shield.

It's quite possible that one of those inquisitors is no longer imprisoned. If they escaped it would not reset their own locations, but it would prevent new ones from overriding.

Personally I would never turn in world state NPCs in unless they are dead. The NPC factions are notorious for either releasing them or letting them get away, and you will often experience issues like this.

An import should resolve it, as it would force the NPC's original town to reset to it's original state, which would bring them back.

Or if you'd prefer not to import, it is possible with some file swapping to get them to spawn back, as the OP did in this thread.

but they didn't tho, i captured Lord phenoxi first, turned him in at staut, then it triggered a wrath of god attack but for some reaosn the assult team decided to run away from my base, so i ran up to them killed most saw Veta was leading the assult ran him down turned him to shek, then went back to orkan's shield finish off valtena to the exact same city staut, i even saw the lord phenoxi in the cage as the UC policy chief bring valtena up, maybe i shouldn't have turned in lord phnexi first?

Order shouldn't matter there. If the Phoenix goes down first it would become destroyed like you experienced, but it should override to Flotsam after the others are taken down, or Holy Nation Outlaws if Moll is down too when they get taken out.

could it be that my party got into the city while all the doors are locked and in destroyed state? i think the game bugged out when i was sending my party pass through blister hill from the map and then went back to charcters at my base, but when i zoom back to my party, they telepoted into bilister hill even tho the gates are locked on both side, i got my party out cuz i had characters with high lock picking skills so i opened the door.

Nah, that shouldn't affect its ability to change overrides. That's just the fact that the navmesh isn't fully loaded when you're moving off-camera, so you can sometimes path through objects.

Only things that come to mind are the characters no longer being considered "not okay", like I mentioned before. Or you have a mod that is altering the conditions, and you haven't fulfilled the new ones whatever they are.

Otherwise, you can upload the save and I can take a look tomorrow if you'd like. Just upload it to a file sharing service like Dropbox or Google Drive (if you use Google Drive make sure to mark it as "anyone with link" when sharing it), then post the link here.

it is fixed now for some reason i taliked to moll and then travel to blister hill it is now occupied by moll

Maybe because you had left the map cell for things to reload properly.
