Report a translation problem
Personally I would never turn in world state NPCs in unless they are dead. The NPC factions are notorious for either releasing them or letting them get away, and you will often experience issues like this.
An import should resolve it, as it would force the NPC's original town to reset to it's original state, which would bring them back.
Or if you'd prefer not to import, it is possible with some file swapping to get them to spawn back, as the OP did in this thread.

Only things that come to mind are the characters no longer being considered "not okay", like I mentioned before. Or you have a mod that is altering the conditions, and you haven't fulfilled the new ones whatever they are.
Otherwise, you can upload the save and I can take a look tomorrow if you'd like. Just upload it to a file sharing service like Dropbox or Google Drive (if you use Google Drive make sure to mark it as "anyone with link" when sharing it), then post the link here.
