I agree with the concept, but I think the mechanics are more of the issue with Gates than any "intended design." :)
I haven't found anything in Kenshi that deals with "proximity detection." While there may be some mechanics that are like it, they all appear to be tied to an entity and may seem to rely on "active" rather than "passive" detection. ie: Constantly looking for possible eligible targets in view if the entity is generally hostile. (ie: Out of sight, practically out of mind.)
There might not be a way to make a Gate so it can "detect" when a Character intends to move through it. There may also not be an easy way to get a Character to select a path through a closed gate without continually trying to find additional paths even as it moves towards the gate if it'll even do that. (Though, it appears characters can "understand" if a desired path is blocked by an object that can be removed from that path.)
I'd LOVE to have a Job available for "Gate Duty." Assign a character the Job of opening and closing a gate or even a door. Considering we have a Job's list, one would think "operating a door" could be possible, but it seems there's no way for the door/gate to trigger. (Not completely sure on that.)
