It only has a small chance of triggering. So you can't just walk around next to her and expect it to trigger instantly. But keep trying and it should show up eventually. It also can only trigger once, so if it happened without you noticing, you'll need to import if you want a second chance.
I think you might be wrong, I have billions and trillions of Cats and I still got her.
It would be kind of a pain if she didn't approach you just because you had more than that small sum.
That's pretty WTFness. Guess I'll have to spending spree 2.5 Mil Credits. Ugh. But I have 29 of 30.

I see a few plausible scenarios here.
1. The money may be looking at the wrong entity. It's set to "Me" which is Red. It's not impossible it's checking her money, which might be less than the amount mentioned. That's a bug if that's what is happening.
2. You've never gotten into talking range, or only did a few times. This is a fairly small circle around the character. Think about the distance you need to be to a shopkeeper to talk to them without your character running over. That's talking range.
3. Perhaps failing to trigger due to that 15% counts as triggering for the once only bit. Which would mean she has a 15% chance to do it, and then if she doesn't it needs an import to reset her.
