Black Desert City, the Scraphouse vendor. Pretty sure any weapon Edge 3 can be found there, albeit the frequency for some weapons is quite rare. You may have to come back to it every 24 hrs, for several days in a row, to get multiple inventory refreshes before you find the Edge 3 weapon you are looking for. I just park a Skeleton in town and run back out to the Scraphouse every day or 2 to check the inventory - Falling Suns are quite rare!

has anyone ever seen a edge3 topper there? i can now craft the edge2 myself again but what about edge3? do i have to go tech hunting to find one?

i saw a topper. It didnt seem like a good weapon. I could be wrong.

Ugh maybe ill just have to steal the cross frag axe. If i can manage 168 dex with a master steady arm and a thief arm, maybe with 82 str and 2 master lifter arms i can get 150 str since cross weighs 75 if im not wrong

Scraphouse can have nearly every weapon in Edge 3, the only exceptions being the Iron Club, Iron Stick, Short-Cleaver, and Topper. As far as I know, there is no way to get an Edge 3 of any of those without mods. As even the artifacts system can only spawn up to Edge 1 now.

is there armor that increases str like assassin rags increases dex?

No there is no such armour. And the Meitou Frag Axe is not worth it regardless, even the slightest scratch to your body will lower your strength below the level required, making you worthless with it.

Edge 3 Frag Axe would be Scraphouse. As I said, all weapons except the four I listed can be found there. :)
