It's a town between the Holy Nation and the Shek Kingdom. Probably wrecked during the war the two had. Presently occupied by dissidents, escaped servents. Not really worth the trouble to root them out, as it is in a bandit heavy area and the Outlaws themselves are not much threat. If they ever did get uppity, or powerful enough for the stuck up canheads next door to notice, they'd be dogfood as quick as you could say "Inquisition!"
Most likely if the Shek ever did attack again, the Hub would be wrecked (again). Same if the HN got up on their high garru and decided to purge the unclean (not exactly a bright idea at this point, as pretty much everyone hates them. The UC, the Floatsam Ninjas, etc). The hivers would, of course, give the Shek a Very Good Deal on all looted objects from the battlefield afterwards.
As it stands, skeletons and hivers are good population to stay there and build crafting skills and such. A good early area to train thievery skills at the Shinobi tower (and basic attack to lvl 5, assassination skills to 20 I think). There's not much food at the bar, making it not particularly good for a full population.
We've been able to buy and repair buildings in the Hub without mods for quite a while now.
Why the Hub is destroyed was covered.
As for the Hub's usefullness, its very usefull. While you can't build outside of the buildings you buy and repair there, the city has free power from that nice big windmill (unlike other cities, players get full access to the power grid in the hub for free) and theres constant wind in that area.
Its in a nice central area so you can buy and sell whatever you need from the Shek, Hivers and HN cities nearby as long as you don't screw up your relations with them too badly.
I've built the Hub up as a training post for new recruits and a safe city for the Outcasts as well as the random wanderers and traders in the area (wiped out almost all of the bandits over time). I have skeletons mounting turrets on the rooftops of the 2 story buildings near the town entrances, they get free training from the groups of starving bandits and manhunters that stupidly wander into what has become MY city. I've improved the power output with a few small windmills and some battery banks for those times when the winds slow down and the large windmill isn't working at full capacity. I also have a tier 6 science station in town, medical stations, a full food prep facility making almost everything, several large buildings full of equipment waiting to be sold or given to passing wanderers that get into trouble with the few remaining bandits in the area (I patch em up, give them weapons and armor then put em in a bed to heal up as much as possible cause I'm a nice guy). I have a full hydroponics setup in town as well so I can make all the bandages and gro all the food I'll never need.
Basically you can do everything except for smelt ore in town, unless you mod in a small smelter that can be used indoors, if you do that you can make everything you'll ever need in a fairly safe town.
I also get the location is good, I have my base a short ways east of it on a cliff that only has one narrow entrance.
Beyond that I guess it just depends on your play style. Sure you could get by if you don't mind not building resource extractors nearby and such, but when it's not terribly difficult to get materials to build you own base it just seems kind of meh to me. So yes you can get by, but beyond flavor I don't see a good reason to do so.
Do you still get raids, bandit demands, that sort of thing?
I had previously built my own outpost in the valley southwest of the Hub because of the copper and iron nodes there, I mostely started building up the town because I had excess resources so why not. Now thanks to todays update my copper node is gone, so time to clear out that settlement and move somewhere else. I'm gonna keep the Hub as a training and general production center though, I won't be using it as much as I used to, but its still a good spot for training new recruits and whatnot.
The beds are useful (and cheap) too.
