So I have been mostly focusing on Shek and (Killing) Holy Nation territories when i met some guy called Hiroto. My character and him apparently met, and I can apparently be quite the D*** to him, making him dance hard enough to make him cry. My character calls him the "Stone Rat Bully" But i Only just got there. I dont have any swamper mods, only hiver and UI adjustments

That a somewhat rare swamper dialog in vanilla. Though it appears you may have somehow skipped some. It is supposed to start out with him bullying the player and the like, and one of the paths that you can take is beating him down, which leads to your second encounter later down the line going like the one you got.
