So only The starving and the dust bandits attack the player in border region plus the holy nation is very pesky as well (keep them friendly so they dont join the imma raid u list)
(you need to be pretty deep in Shek territory (or a few places in the Hook or Shem or Vain that have high enough numbers to trigger base raids) for Band of Bones to attack.
(this changes if certain world states are triggered as the BoB moves or expands it's territory).
Also most of the Shek factions will attack you if you do something really impressive (I.e. taking out the Bugmaster opens you up to attack events from pretty much all the Shek Bandit factions that want a piece of you to try and win glory by taking you down (Including the Shek Kingdom itself if you aren't allied with them, though being allies will block them as an option).
Do you know where this no-go flag is set? Is it something that can be modded back into the game?
Yes, it's on their faction entry in the FCS. They have a section on the right hand side for no-go zones. It's as simple as adding and removing them there.
