Report a translation problem
Having check the dialogue, what is actually going on here is that the Priest's dialog surprisingly doesn't have a robotic limbs check in his conditions. Probably unintentionally.
Rarely HN dialogues don't check for robots.
Unless you're allied nearly all HN will trigger a speech that will lead to fights.
After you ally, about any fighter will ignore it, but civilians still run and scream.
I reckon they send him out trudging through the wastes because he's thoroughly incompetent and worthless as a form of penance, or just to get rid of him for a little while. That's why he's too dumb to even notice the skeleton arms, deepest lore. The fool is so dim that even Okran's light has no chance of brightening him.
Does anyone get an uncommon bug where when you talk to the Priest guy it just has dialogue of his dialogue when you don't talk to him and he rapidly becomes impatient and then leaves in a huff? Had that happen a few times in my Holy Nation playthrough, talking to him would lock me into dialogue where all I could do was continue down his "Warriooooooors! Come out to pray-ee-ayyy!" dialogue, and then he'd send an assault against me lol. So weird, like I was in conversation with his shout out lines.
Hey also aren't the Manhunters meant to be allied with the United Cities / Traders Guild, or are they independent? Recently had a Tax Man show up at my Skimsands base but my ninja was just returning as he was arriving, he didn't quite reach his marked location to begin asking for tax before I bashed his brains in with Assassination, and then shortly after some Manhunter showed up and enslaved him. His buddies took off like ninjas "retreating fast" as soon as he was enslaved, and the Tax Man event ceased and hasn't started again since.
I mean, I used to hate those slaving bastards but I can make an exception when they do stuff like that.
He can never truly reveal himself or he will join you in Rebirth thanks to his Holy Sentinel and Paladin guards, but he is able to convince them that even though you are clearly a heretic those Narko worshippers and xenos with you are actually your slaves and on the path to enlightenment.
