Cannibals seem lazy in every game I've played, I usually settle down within their borders (last time I settled down in the Skimsands, for Holy Nation, Trader Union, Sand Ninja, Dust Bandit and Cannibal fun) but I never saw hide nor hair of the cannibals. I think you need to be deep within their territory, or the territory map is wrong or it includes territory that only becomes such when world states are flipped? Might want to look into that, there's gotta be some heavy fun to be had by messing with the world states I.E in the Skimsands, when I messed with the United Cities, Man Hunters stopped appearing and got replaced with Reavers I think, they were even more FUN to deal with.
If you want a bit of extra fun, instead of going for the typical wall of turrets defence, consider making multiple chambers and put hostile animals in them, see how holy a Paladin looks when he's being gnawed on by an Elder Beak Thing or being fisted by the Great White Gorillo, lol.
This is likely due to a bug in the current version. For some reason certain raids aren't triggering currently, cannibals being one of them. I've heard it affects fogmen too. and likely a few other factions out there.
As for cannibals, I see them a lot here: https://gyazo.com/feff3d7a51f31d223f3f873215488c89 but this seems like a terrible spot for a base.
Of course, there were the annoying slave raids from the UC towns to the east I had to deal with, but they also sent trade caravans. A very bipolar faction, UC. "Hey there, let's trade! Also, we'll be taking half your guys as slaves."
