New Start bounty question?

I just started a new game and characters. I chose freedom seekers( I think thats the name). My main character(old soldier) has a 20k bounty on his head from the holy nation. First, is this supposed to be the case? Second, can i turn him in and get the bounty removed then lock pick sneak my way out? With the changes over the past several months to a year I'm not sure whats recent.

I remember in the past when i chose holy sword start I couldn't get the bounty off my guys head no matter what I did. Holy nation just always hated him so I quit that game and started over. I really dont want to get to far in and find out I cant get rid of this bounty.

So is the bounty normal for this start and can the bounty be removed?

bounty is normal and tbh wont bother you much unless you hang out in police stations, suggest having that person wear something to hide face.

Thanks guys. So I guess the bounty is permanent? Ah hell... I'm trying to build my base in the south this time, but my usual spot to build is smack dab in holy nation territory. Was thinking of using it as a fall back if this spot doesn't work out too well.

you can always turn in the person with the bounty and break them out afterward..
