Was just wondering, because I am sure I've seen some screenshots of people who have limb values like 112, 120, 108, 118.

true ? or is it a mod ?
I'm interested in making my own mod that allows slow/expensive soft-capped infinite growth in terms of max HP pools. Slow for fleshy bits, expensive for skeleton bits.
You're going to have to include a screenshot of a character with limb health increased past the initial values defined by race, as you are making a claim that is in direct contradiction of what everyone else has observed, including the people modding the game.
