Can I take over a ghost town?

I was playing a game, and I went to a city to get some stuff right? Well when I got there the whole place was being over overrun by Skimmer, so I got out of there as fast as I could. When I went back there was nothing there but Bone Dogs and Skimmer. So I was wondering if I could get a big enough group could I take over the town?

i would be good if they were removed by the developers you cant do anything with them.

IIRC you can use mods to reduce the "can't build here" radius to zero, letting you build in those places. You could take it further and make the abandoned buildings purchasable/repairable like the ones in active towns.

If you don't like a particular aspect of the game, there's bound to be a mod related to it.

Many games have items you cant interact with. Its decoration and adds to the game environment.
