run speed bug?

Just got the game last week and I am loving it.
just loaded my save file today for the first time and got Molly from the Hub added to my party.
her athletics is only 14 and my group is average of 40, but, when I have them run as a group (using the run button) they are all running at a speed of 20 mph which is the fastest person in the group.

I am pretty sure that an athletics of 14 should not be 20 mph run speed, but, I tested each person individually and Molly's run speed is 20 mph. she is even faster than my first character which has an athletics of 57.

is this a known bug? or is something wrong with my file? or am I missing something about how the game works?

injuries, hunger, encumbrance, gear all affect how fast you can move.

I did the test with both characters at full health and no gear. the character with 14 athletics has a run speed of 19, the character with 50 athletics has a run speed of 20. does athletics have that little effect on run speed?

is there a chart somewhere that shows the run speed vs athletics numbers?
