There's an easy way to fix this, IIRC, for general issues with the Workshop and mods disappearing when a game gets patched. I just don't remember what it is since I don't use the Workshop with any other games than Kenshi.
(I copy my few mods over to the /mods folder so I can play offline and Steam won't touch that folder at all, so I don't have to worry about this issue.)
this is a common issue with Steam and it losing Mods
It worked! i unsubscribed all 40 or something mods i had. Then I tried to subscribe one mod, clicked play, and it showed in the list! I just need to find and look for that 39 mods now and thats it! Thanks so much !
I did. I did restart steam first before unsubscribing everything. It did not work
Thanks. But it did not do it. I restarted twice. Still no mods showed up.

This is what worked for me....
Restart Steam -> Play Kenshi -> Check Mod List in the Launcher
If no Mods -> Click the Refresh List button in the lower right, wait ~10 seconds.
If nothing happens and the list isn't populated -> Exit Launcher
Now check to see if Steam is downloading anything.
If Steam is not downloading anything -> Restart Steam -> Unsubscribe to 1 Kenshi Mod
Subscribe to the Kenshi Mod you just unsubscribed from. This should cause Steam to now start downloading all your Mods. You should now check the Mod list in the Kenshi Launcher and see all your Mods are there. Ended up needing to download 3 GB of Workshop content after I resubscribed to 1 Mod and all my Mods populated.
This resolved the issue for me. No other fix posted here resolved the issue as of the time of this post.
