Effect of importing on world states
My latest game really needs an import seeing as how every merchant near my main settlement has somehow vanished from the game. I have a world state where both inquisitors have been killed and the Holy Nation has been receding, despite the fact that I haven't actually ruined my HN faction. I've also refused to pay taxes with the UC, which has resulted in me pounding down repeated assaults from them, but similarly, I don't have any faction issue with them. My guys can freely run around the UC and HN without being hassled.

If I import the game without importing dead NPCs, how is this world state affected? I assume the inquisitors come back, but does the HN recover their lost territory? Will the assaults the UC keeps sending at me stop? What effect would an import have on my world state?

Well, I was more interested in how it would affect the world states.

The two named inquisitors dying was what led to the decline of the HN. What would happen if they were respawned? Would it undo all of the consequences of their deaths? I haven't seen Okran's Shield since Valtena got killed, but I've heard NPCs in bars talking about it changing since his death. Would respawning Valtena reset Okran's Shield to its original state? Would respawning Seta result in Stack going back to the Holy Nation? If not, where would Seta respawn?

And would importing stop the assaults the UC sends at me because I refused to pay taxes? Again, neither of those two nations are hostile toward me, so an import where these states are reset would not result in my base being harassed because they hate me anyway.

All world states are unapplied on import, and then it reapplies all applicable ones. So if a character stays dead due to your settings, the related world states will stay flipped afterward, while if they are alive again it will be unflipped.

More than likely the UC would send the initial tax raid again, rather than continue the attacks.

I read an old post somewhere that stated the same. The game will update its World State stuff when reading the Import data and will reset to whatever "initial conditions" are appropriate for the trigger of the World States if that World State "just now happened" with the Import. I have no practical knowledge that this is true, but it seems to be the most logical thing the game could do.
