There is also the thing about future raids. I suggest toughening up your squad first until you could beat dust bandits and/or the ninjas.
It isn't the fastest way of leveling up your toughness but your squad should be safe. After this start hunting hungry bandits. If you can beat the hungry bandits it would be safe to try picking a fight with the dust bandit.
Personally I gather a mob first and stock up on bandages then divide them in half. I let the other half attack any roaming dust bandits until they get beaten. The rest of my squad heals up the beaten up members and they exchange roles. It is kinda like the pre empire roman strategy where you send the hastatii first to toughen them up and weaken the enemy exept they have no principe or triarii to fall back to.
