Make sure you also have any additional drivers and environmental settings/configs/inis for your specific monitor, too, so the system can recognize it and understand its unique specifications. Default, generic, monitor profiles may not be detailed enough to handle telling the system what it needs to know about your 75hz monitor.
A monitor profile file should be available from your monitor's mfr. Barring that, if it's PNP, it should identify itself with Windows and there may be a profile/update for it from Microsoft in your Update settings, depending upon what OS you're using. (Win10 sucks for actually letting you know what sorts of driver/profiles/inf options are out there. :/ )
The profiles are current, and although they're generic they are from the manufacturer, and have worked with every other game for the last 3 years. They even worked with an older build of Kenshi, but that was awhile ago.
I was able to run the game in 1440x900, and I'm guessing I'll be able to run it in other resolutions outside of 1920x1080. Hopefully that helps narrow the issue down.
EDIT: I was able to play at 1600x1024 @30hz but no higher. I was also able to get Nvidia Control Panel to accept 60hz as the setting.

I did nothing. :) But, I'll be happy to accept the credit for all those other posters who contribute so very little without getting adequate recognition for also doing so very little to help others with their problems. :)
PS - Good solution. It really should be a "go to" solution for a lot of display issues. It isn't uncommon for some games to run better in a borderless window mode. Gratz you! Remember it so you can help the next player who has the same problem. ;)
