That said, base attacks and raids can be increased in frequency. There is a slider in the options menu to increase/reduce their frequency. :)
the idea would be pretty much what you describe: more events, more frequently, more drama, more occasions to shout OMFG!
A shidan said, most cool things that happen in kenshi are dynamic and can not be trigered or modded, so the solution is to redesign every biome population with balance, lore, and drama in mind.
But that takes time and testing to get right, otherwise it just feels artificial.
So I guess stay tuned? currently I only have Bonefields and flat's lagoon to a promising state, and it still needs a bit of balancing(the bulk of the work, the rest is just tweaking numbers).

Don't really need a mod for that either, there are population sliders in the options menu too. :)

The Reactive World mod might also be to your liking.
Sliders are cool, but do not be afraid to edit populations, it's simple to do and enhances the drama.
Who needs nests of river raptors when you can have fogmen instead?

Some overhaul mods also increase patrols, UWE for example has more factions doing more things even outside their borders. Such as HN, Skeletons, Shreks, bandits, slavers -thats all in sinners roam, HN lands.
The Viera mod on SW also introduces patrols for slavers and attack squads.
So I often get random skirmishs outside my base, I like watching it all happen.
