That said, essentially any residential building should be marked as for sale in vanilla. If it's not, I'd wager that's a mod resident.
The Y-house in Mongrel is normally available for me, but if you're seeing a shop there, that means the seed randomly generated that house as a shop instead of a purchasable home. You can try starting a new game, but that'll mean running to Mongrel every time which isn't ideal.
Alternatively, boot up the editor and create a custom start. It's easy to do, just look under game starts, find the one that most closely resembles what you want (Freedom Seekers, Man and a dog, or whatever), right click and create a duplicate. Rename it, then use the dropdown to select a specific starting town, choose Mongrel. Use that start in the game and you'll spawn in Mongrel every single time and can restart until you get the Y-house available :)
