You can increase the chance of that by just building a "bait shack", as the raids will usually try to occupy whatever building, with an interior, they find.
So build your production stuff far way from that shack and you should be fine, just be prepared to not use the shack. If you still draw aggro with a character, use that character to kite the enemies into the hub bar/ninja tower, away from your other people.
For extra cheese, you can drop down an unbuilt gate, a bit away from the city, and that's where the raids will go to announce themselves before they actually attack, giving you some extra time to react.
