13 hours into the game never found any fence?
I joined Shinobi thefts and I can smuggling but I never found any fence in any theft tower or bar sor far...

You can use the shinobi trader as a fence. He will give you 50% (sometime 25% for drinks) of the trade value. There you can buy cheap assessin/thief gear because the 50% go both ways.

There is a seperate fence in almost any bigger town. You can find him/her in one of the bars.

The ones in the bar are kind of random. But there should always be one in a shinobi tower. Assuming you paid the 10k to join them. Check the two guards out front, plastic surgeon and fences occasionally get guard duty.

The fence will always have a backpack too.

its usually a plastic surgeon and a smuggler.

Are you using any mod? Thieves Guild usually have Shinobi Trader in the tower which also act as fence since they buy anything. Thief Fence is usually found in bars.

Correct me if I'm wrong but I don't think Shinobi Smuggler is available in vanilla games. Maybe things changed for you due to mod?
