no reason given either but its possible its not added because the game needs to clear its active memory or it could cause issues in a new game, which it has when you start a new game from with in it.
Whether you want to start a new game or import a load file because something is messed up (and once you are familiar with the game you notice the many things this includes) you have to restart the game. Clearing cache or memory would absolutely not be a problem since you can simulate a restart (calling quit and start procedure) or literally make a restart.
I do not know if a back to menu option was ever planed for this game.
Also if it was that easy, it would have been done long ago, which leads us to believe there is not an easy solution to the issue.
I have been one of the ones asking for this option to. but here we are, 2 year's after full release ( and it being asked for nearly as long as the game has been open to public access ) and still nothing. which means its not gonna happen.
