Buying & repairing buildings ( the Hub )

I bought a small damaged house in Stack , rapaired it ok .
I just bought a damaged storm house in the hub & cannot repair it .
I re loaded game then tried a defferent storm house , same thing .
Cannot houses be bought & repaired in the Hub anymore ... or did I miss something ?

Right click and hold does not reveal a repair button? If not, perhaps a save upload would be wise. In case of a bug with the system.
