You don't, you'll neeed to train your lockpicking skill on easier locks.

The more you use the skills the better they become, and you'll eventually end up being able to unlock everything.

Btw you can't attempt to unlock anything that's 4% or lower, but again, most doors of shops are easier, shackles are easier too.

We should have the ability to destroy locks

We should have the ability to destroy locks

Then why should a skill to unlock them be present?

Damaging the lock in a way it takes a day or more as compensation for the unused skill. All the locks i had always 80-100% and suddenly this locker is 4% ...

What level is you lockpicking skill?
Most valuable stuff will require for your skill to be at least 50 (if not higher), the cconcept is the same as for fighting skills, manufacturing ones, etc...

Well it's then either a chest in some ruin, or some other high-level locked chest (e.g. chests in the Shinobi buildings)

If it's the first case, is worth it to open it, if it's the second... ehh let's say Shinobi's locks are harder 'cause they are thieves, doesn't mean you'll find something amazing in those chests. ;)

Edit, for typos but also for
If you have the money (10k) and haven't already, join the Shinobi Thieves, besides the normal training chests, you'll be able to try unlocking all their chests, and they won't get mad at you, some (even at level 50) have a 10-20% chance, that should allow you to levele up the skill.

A good lock is notoriously hard to break. even impossible without certain tools.
But sicne that option is not in game ( like many other games ) you go out and find different ways to up your lock-picking skill.
One option for training I like to abuse is to get someone into one of the empty cages in the Bast region (think the highest is level 48) and lockpick the cage. Get them out and back in, then repeat.

AFAIK you get a set amount of experience on success even at high levels against lower level locks so with a little patience you can edge yourself closer to the 5% point.
