bounties need paper?
I found someone with a bounty on their head...but cant claim it where i think your supposed to hand it in.
Do i need the wanted poster/bounty paper things first?

The only text option i can say to the guy is:
-I'm looking for bounty work
-nothing
-confiscated goods to sell
-I want to bail out a freind

I tried putting the prisoner upstairs in a cell but that did nothing.

Ah, she's one of the bugged bounties right now. Devs forgot to add the bounty faction when they added her, so her bounty faction defaults to UC instead of Shek. Gotta take her to the UC if you want to redeem it for now.
