I'm really not sure what you mean by that. The game isn't even running yet while it's loading.
So how do you turn it on?
As for the game being paused rather than running after you boot it up, I dunno, dude. I just switch to a browser or something and I can still see the game loading screen so it doesn't bother me.
In general I think it will be better to load a game and when ready unpause it, rather than the other way around where you have to actively wait for the load to finish and then manually pause the game.
It is one thing to have to stay aware while e.g. getting copper.
It is something else entirely to sit and stare at the load-screen(s) - super boring, mega annoying. Why not just make the loading screen a wall of paint, then?

Fire up the game, press contiune or load, go do something else while it does. After it finishes, it autopauses.
Think it already does it, if you pause, then load during an already running game.
load times are due to the games engine. no way to fix it unless they scraped the engine and redid the game. which is kind of what they are doing with Kenshi 2. easier to make a new game then try and fix the first one. converting a single threaded game to multithreaded is no easy task.
