the short of it is if you are trying to make money just manually sell things as shop counters at best work slow and give little money and at worst nothing gets sold ever..
If you open in your own town, where is it on the map and have you ever seen any NPC travelling nearby? How's the traffic looks like? Is it one traveler every once in a while or is it a bunch of travelers all the time?
Like in real life, it's all about location, location, location. XD
To be honest though, you are better off just selling stuff to the shops than making stuff to be sold since npcs have limited Catz(currency).
Though work on them is needed to make it so it works more as intended.
It would be nice if even random NPCs were spawned in to shop at your town. Like how the "Beast Trader" or "Bandit Demands" show up randomly.
