It's generally believed to be that the Skeletons are lying about not having memories of the ancient times, and hiding their part in the events of the Extinction.

The Skeletons very likely had some role in the Extinction, and fear the other races discovering the truth. So they have placed agents in locations to help guide research and prevent information from being found. And created the myth of them losing their memories to avoid questions.
