Opening a shop in Black Scratch is pointless?
I bought the Y house near town entrance, set up a counter and set the building to public but not a single NPC has come to check it out.

I see that it doesn't seem to have "civilian" NPCs, only guards from couple of factions, so i assume this means nobody will ever come?

depends on if they have shopping behavior setup.
if not
then they won't.

Yeah i imagine it needs to be set up though and i guess that it's okay that guards don't have it by default though why doesn't the city spawn normal roaming NPCs by itself even if the option is enabled.

how have you been set up a shop? I opened a shop in Catun and it took a whole day before NPC start coming.

Well, measuring in ingame days it's already been a lot of time since i just keep the game on 3x speed and level up armor crafting on my character.

I assume nobody will ever come because only ambient civilian npcs can shop and Black Scratch has fixed amount of 0 roaming people.

Shop counter is more relate to territories within major factions. Tech hunters shop within territories of those factions, not theirs. This map can guide you where npc would buy from your shop counter as you can see Black Scratch is not within a territory.

the secret to any successful shop counter in this game, is to make sure you are selling some sort of first aid item on the table. Almost everyone will come and buy your bandages.
