I have what seem to be normal mods that ive seen recommended often and got all of them off the workshop. 256 units, Dark UI, Better map with zones names and roads, fences for farms to make them more easy to see. Most of these are just graphical mods.

All wall harpoons count as elevated. Try building some on the ground and see what happens when you get raided, all your guys will run to the most inconvenient harpoons instead of the ones you placed on the ground behind the gate. (Unless you manually force them).
On the ground I have a harpoon turret(mk1, the cheapest one). I select the turret guy, and shift+right click that cheapest turret on the ground, it became his only job. He went and main it. Everyone else is set to passive other than the turret guy. And then I dropped the beak thing on the floor at the spot where every turrets were pointing. The turret guy is at the farthest turret from the dropped beak thing. He shot it without changing to better or nearer turrets at all. I then tried with Skin Spider. Same thing, my turret guy shot it without changing to near,better,or higher turrets. So your claim might be from a mod.
No, it happens in vanilla.
Also the thing you tried doesn't replicate the problem, since the guy was already on the turret, he won't switch to a different one. If you have people on turret all the time as their job, they will stick to that turret (mostly) but if you're multitasking them to do say farming while nothing is happening, and then drag the turret job to the top of the list to prioritize it once a raid starts, they will pick the "best" turrets.
Anyway, it seems that your playstyle hasn't let this annoying thing happen to you yet, so keep doing what you're doing.
