the combat penalties are rough early on, but become less relevant as you get stronger. still want to aim for thieves backpacks for most characters. maybe one or two with large backpacks for some extra loot space.
Do you have all your guys carry their own food?
And do your crossbowmen wear the backpacks at all times?

and i don't like micromanaging backpacks on and off every time there is a fight. the penalties don't hurt enough to make it worth my time.

As for food&loot, I got a packing animal for that.
You lose out on the weight reduction of the trader's packs, but you can still carry a ton of stuff. Plus medium thief packs can carry large weapons.
For food, all you need is a single character in the squad equipped with a trader's pack stuffed with all the food you'll need. Everyone will eat from that person's pack.
I run with thieves' packs and everyone in my formation carries first aid kits and repair kits. You should still have lots of room for bolts.
Trader's backpacks are the way to go for stackables. You may want a single huge backpack for any splendiferous heavy weapons you find.
If you don't mind micromanaging the stupid thing, a pack animal is going to be the most efficient way to go however.
