(spoilers!) where is tinfist?

i've been searching the map and was hoping to find the legendary tinfist (so i can see his stats and fight him with my MA expert) but after checking all the locations twice (apart from the places where i can't get in (UC HQ and cannibal bastion) i've no idea where he is.. anyone found him yet?

He's not here. The Anti-Slaver town where their headquarters is, is not currently placed on the map (inside or outside the playable area).
