But this is almost certainly what you hit. You won't get much over 100 fairly, and not all skills will even make it there. NPCs are not subject to this limit when they spawn, so in some cases they can end up with skills higher than a player can achieve.
But you wouldn't want to in the first place. Skills can get buggy over 100. Easy example is with the smithing skills, the further past you go the lower your crafting quality gets. Stealth used to completely break over 100 as well.
Point is, you're much better off sticking to the normal limits. Any higher will just cause problems.

concerning the insane bulk i have made a custom race where i have also set the editor limits so i can reduce the leg/arm bulk beyond what is vanilla and i have made it so they always have the skinny setting and the females with 90+ STR don't have she-hulk muscles..
