Are you a member of the Shinobi Thieves? They tend to have one in each of their hideouts.

Either join the Shinobi Thieves which is 10,000 catz or head further south to United Cities area. Shinobi Thieves are easier to find since their guild can be found in most cities compared to locating a plastic surgeon.

watchout sometimes a sited PS is stacked on another character, so look again carefully.

Also got a mod to guarantee spawn one at every town if you're interested. :)
