Does the buff from tactical database carry over between runs?
It seems like it'd be really pointless if it doesn't, given it doesn't make you hugely stronger and it's entirely possible you wouldn't even meet the enemy it boosts against in a run.

The game has never had any other sort of stat meta progression before, so I doubt it persists.

Yeah I figured as much too, it just seems like a quite pointless boost for a relatively difficult skill check.
