+40% More God Blessing Level-Up Offers
What does this mean as an armor effect - don't I just get one blessing each level up? do i get... 1.4, so an extra one every few level ups? wish there was an encyclopedia in game explaining the various item buffs

On character levelup or opening a chest you can get three types of offers from a god: a new power, a levelup of a power you already have or an increase in rarity (up to Expert). So, +40% levelup offers means that you'll see offers to upgrade powers in your posession more often.

"The chance that a god will offer to upgrade the level of a blessing you already have."

Essentially, the higher your "God Blessing Level-Up" bonus, the more likely you are to see blessings you've already picked at least once that run.

Similarly, "Rarity-up" increases your chances of being offered the choice to progress along basic>Adept>Expert>Master (the last requiring additional items or skills to be offered) for blessings you've picked.
